Availability

Available to commercial, residential and mixed-use properties in the Central Business District and Mixed-Use Areas.


Purpose

The purpose of this program is to stimulate the rehabilitation of existing upper floor or rear building residential units or the conversion of existing building space to create new residential units. The Town may benefit from property tax increases as a result of the improvement, as well as an increase in the number of affordable housing units in key sub-areas of the community.


Funding Opportunity

The Town provides up to 50% of the cost of approved construction projects to a maximum of $6,000 per unit. The maximum municipal contribution per unit would be a $3,000 interest-free loan and a $3,000 grant. Applicants maybe reimbursed for the rehabilitation or conversion of up to four (4) units for a maximum of $24,000 ($12,000 interest-free loan and $12,000 grant).


Eligibility

Projects may include:

  • Interior renovation and restoration of existing upper-floor or rear residential units in a mixed-use building to improve living conditions, increase property value, or bring units into compliance with applicable codes and by-laws; or
  • Conversion of existing commercial, residential, or mixed-use building space where two (2) or more new residential units are being created

Eligible expenses include, but are not limited to, the following, as determined by the Town:

  • Structural repairs;
  • Repair, replacement, or installation of building infrastructure such as roofing, windows, and doors;
  • Repair, replacement, or installation of plumbing, electrical, HVAC, and fire protection systems;
  • Weatherproofing;
  • Improvements to accessibility for people with disabilities; and
  • Any other improvements that may bring the building up to code, or address health, safety or risk management issues
