Reporting to the Director of Public Works or designate, the Manager of Engineering is responsible for providing proactive approaches to environmental stewardship, supporting site alteration, new infrastructure and management of municipal assets and capital works projects. The Manager of Engineering provides day to day support for the operations of the Public Works Department and will provide information to staff and the public, carry out engineering studies and research projects and review applications. 

Position Responsibilities:

  • Manage the operations of the Branch including directly supervising, coaching, mentoring and motivating staff.  Accountable for recruitment and selection, planning work schedules, assigning and monitoring work, performance management, providing training and development opportunities, providing for a healthy and safe workplace, and interpreting and applying employment legislation, human resources policies and the collective agreement.
  • Assist in the development of the Branch operating and capital budgets, including forecasting staffing, equipment, materials, and supplies, and monitors and approves expenditures.
  • Review, advise, and comment on the municipal engineering and site servicing components of proposed planning and development applications, such as subdivisions, site plans, rezoning, severances, and driveway entrance permits applications. Ensure suitability and compliance with municipal, provincial, and federal legislation, sound engineering standards and existing/proposed municipal services and agreements.
  • Provide technical input on the preparation of subdivision agreements, development agreements or site plan control agreements and assist with the administration of such agreements, as required.
  • Assist with the management of municipal assets and capital works projects, including the maintenance design or design direction. Prepare and submit applications/reports for agency/governmental approvals.
  • Perform site inspections of capital works, parkland, or development projects. Monitor agreements for compliance with conditions and requirements or municipal interests. Issues orders of non-compliance. 

Qualifications and Experience:

  • Three (3) year post-secondary diploma from an accredited college in Civil Engineering Technology (C.E.T.).
  • Possess C.E.T designation and member in good standing with Ontario Association of Certified Engineering Technicians and Technologists (OACETT).
  • Minimum five (5) years of progressive, related experience in municipal engineering, operations, and maintenance required, including at least four (4) years recent and relevant supervisory experience, or related experience in progressively responsible roles, in a unionized environment, preferably in a municipal setting.
  • In depth working knowledge of municipal infrastructure design, drafting, plans review, development, storm water management, lot grading and contract administration of municipal infrastructure projects.
  • Experience with developing and monitoring budgets.
  • Experience developing and implementing procedures, policies, standards, or by-laws, an asset.
  • Standard First Aid and CPR-C or willingness to become certified, an asset.  
  • Good working knowledge of relevant legislation, guidelines, policies and procedures, the Occupational Health and Safety Act, and WHMIS 2015.
  • Excellent interpersonal skills including the ability to work effectively in a team environment and to exhibit courtesy, tact, and diplomacy in dealing with the public, department officials and other members of staff. Ability to adhere to confidentiality requirements at all times.
  • Excellent written and verbal communication, administrative, customer service, organizational, analytical, problem-solving, research and report writing, and time and project management skills.
  • Excellent knowledge of Microsoft Office software applications including Excel, Word, Outlook, and SharePoint. Experience using GeoHub, MapInfo, and geographical information systems (GIS) mapping software, is considered an asset.  
  • Ability to provide a current and acceptable criminal record check.  
  • Possess the physical ability to perform the essential duties of the job.
  • A valid Class “G” Ontario Driver’s License in good standing with a current acceptable Driver’s Abstract and a reliable vehicle to use on corporate business.
