Reporting to the Director of Public Works or designate, the Manager of Operations is responsible for supervising Branch staff and management, supervision and operation of the Town's roads, parks, transit and fleet, including maintenance of road and parks infrastructure including roads, sidewalks, curbs, storm water sewer systems and facilities, rural road ditch drainage systems, bridges, urban forest management, signage and winter control; administration of maintenance contracts for public parks, beaches, sports fields, docks, wharfs, transit systems and boat launches; vehicular fleet maintenance; and related long term planning.

Position Responsibilities:

  • Manage the operations of the Branch including directly supervising, coaching, mentoring and motivating staff. Accountable for recruitment and selection, planning work schedules, assigning and monitoring work, performance management, providing training and development opportunities, providing for a healthy and safe workplace, and interpreting and applying employment legislation, human resources policies and the collective agreement.
  • Regularly review, assess, and report on departmental objectives and performance and devise and recommend strategies for performance enhancement.
  • Assist in the development of the Branch operating and capital budgets, including forecasting staffing, equipment, materials, and supplies, and monitor and approve expenditures.
  • Attend Committees, Council, and other meetings as necessary, prepare and present reports and recommendations, formal presentations, and respond to questions and inquiries as required.
  • Manage and supervise roads, parks, transit, and fleet operations including directing, in the field, preventative and regular maintenance activities of Town infrastructure such as: roads, sidewalks, trails, parks, sports fields, curbs, bridges, storm sewers and detention facilities, ditch drainage systems, bridges, urban forest management, signage, and winter control.

Qualifications and Experience:

  • Three (3) year post-secondary diploma from an accredited college in Civil Engineering Technology (C.E.T.), or equivalent.
  • Possess C.E.T designation and member in good standing with Ontario Association of Certified Engineering Technicians and Technologists (OACETT).
  • Minimum five (5) years of progressive, related experience in public works operations and maintenance required, including at least four (4) years recent and relevant supervisory experience, or related experience in progressively responsibly roles, in a unionized environment, preferably in a municipal setting.
  • Excellent operational knowledge of winter control and public works operations.
  • Experience with developing and monitoring budgets and contract administration.
  • Experience developing and implementing procedures, policies, standards or by-laws, an asset.
  • Standard First Aid and CPR-C or willingness to become certified, an asset.
  • Thorough working knowledge of the Occupational Health and Safety Act, WHMIS 2015, Highway Traffic Act, Transportation of Dangerous Goods Act, Municipal Act, Fisheries Act, Ministry of Transportation regulations (e.g., Commercial Vehicle Operators Registration (CVOR), Book #7), Electrical Safety regulations, and other applicable roads/parks/traffic and safety related legislation and regulations, and OPS Standards and Drawings.
  • Excellent interpersonal skills including the ability to work effectively in a team environment and to exhibit courtesy, tact, and diplomacy in dealing with the public, department officials and other members of staff. Ability to adhere to confidentiality requirements at all times.
  • Excellent written and verbal communication, administrative, customer service, organizational, analytical, problem-solving, research and report writing, and time and project management skills.
  • Excellent knowledge of Microsoft Office software applications including Excel, Word, Outlook, and SharePoint. Experience using automatic vehicle location (AVL) systems and other roads related software, required. Knowledge of geographic information systems (GIS) mapping and public works operations management software is an asset.
  • Ability to provide a current and acceptable criminal record check.
  • A valid Class “G” Ontario Driver’s License in good standing with a current acceptable Driver’s Abstract and a reliable vehicle to use on corporate business.
