Reporting to the Manager of Operations or designate, the Parks and Trails Coordinator is responsible for supervising Branch staff and contractors and for the management of day-to-day operations and maintenance of the Town’s urban and rural parks and trails and other Public Works infrastructure. In conjunction with the Manager of Operations and other departmental staff, the Parks and Trails Coordinator oversees maintenance projects, equipment, materials, and inventory requirements of the Department, while ensuring safe and efficient working conditions. The Parks and Trails Coordinator will also liaise with the Recreation Department to coordinate bookings related to use of facilities and parks and for events by sport organizations, event organizers and other user groups.
Position Responsibilities:
- In coordination with the Manager of Operations, the Parks and Trails Coordinator is responsible for overseeing the planning, development, operation, and maintenance of all Town Parks, Trails and Open Spaces. The position works to ensure Parks and Trails facilities meet community needs and comply with regulatory and environmental standards.
- Directly supervises, coaches, mentors, and motivates staff. Together with the Manager, is accountable for recruitment and selection, planning work schedules, assigning and monitoring work, performance management, providing training and development opportunities, providing for a healthy and safe workplace, and interpreting and applying employment legislation, human resources policies and the collective agreement.
- Assists in the coordination of Branch objectives in collaboration with the Manager and supports implementation of the Town’s strategic plan and budgeting and business plan activities, serving as a champion of the Town’s mission and values.
- Assists in regularly reviewing, assessing, and reporting on Branch objectives and performance and recommends strategies for performance enhancement.
- Assists in the development of the Branch operating and capital budgets, including forecasting staffing, equipment, materials, and supplies, and monitors and allocates expenditures. Assists in the preparation of tenders, requests for proposals, requests for quotations and information price quotations in accordance with the Town’s Procurement Policy.
- Attends Committees, Council, and other meetings as necessary, assists in the preparation and presentation of reports and recommendations, formal presentations, and responds to questions and inquiries as required.
- Regularly reviews and evaluates Branch administrative and service delivery processes with a focus on continuous improvement and customer service excellence.
- Collaborates with other Departments, liaises, and communicates with external stakeholders, including other governments, agencies, residents, and elected officials, and responds to inquiries to advance the business of the Town.
- Provides assistance to the Corporate Services Department, upon request, in coordinating cemetery maintenance and operations activities where resources or specialized equipment/services are required.
- Implements, supports, and promotes a collaborative internal and external customer service focused environment.
- In collaboration with the Manager of Operations and in consultation with other Departments where applicable, recommends, develops, and implements Branch operational procedures, policies, standards, and by-laws, in accordance with relevant legislation, best practice, and industry standards.
- Demonstrates a commitment to professional development and maintains relevant professional association memberships.
- Administers, coordinates, and supervises, in coordination with the Manager of Operations, the day-to-day maintenance of urban and rural parks and trails and other Public Works infrastructure.
- Prioritizes and coordinates equipment repairs, rentals, including verification of hours, and material purchases together with the Manager of Operations.
- Ensures contractor compliance with the Town’s Parks and Trails Operational contracts including ground maintenance services at sports fields, urban and non-urban parks and beaches, playgrounds, park structures and features and all regulatory requirements including but not limited to the Occupational Health and Safety Act and WHMIS 2015 regulations.
Qualifications and Experience:
- Post-secondary diploma from an accredited university or college in Horticulture, Turf Management, Park Planning and Design, Parks Operations and Management, or related discipline, or equivalent.
- Possession of Certified Grounds Technician (C.G.T.) designation or actively pursuing certification.
- Minimum of five (5) years of progressive, related experience in parks and trails planning development and maintenance required, including at least two (2) years recent and relevant supervisory experience, or related experience in progressively responsible roles, in a unionized environment, preferably in a municipal setting.
- Strong knowledge and experience in environmental standards and practice; methods, materials, techniques and equipment as applied to and associated with the planning, design and construction of urban, non-urban parks, trails, outdoor spaces; and project organization.
- Knowledge in risk management and health and safety inspections as it relates to parks, sports fields, playgrounds, trails, features and associated structures.
- Experience with developing and monitoring budgets and preparing tenders, requests for proposals, requests for quotation and information price quotations, bidding, selection, insurance, contract award and administration.
- Experience developing and implementing procedures, policies, standards, or by-laws, an asset.
- Standard First Aid and CPR or willingness to become certified, an asset.
- Good working knowledge of relevant legislation, the Occupational Health and Safety Act, and WHMIS 2015.
- Excellent interpersonal skills including the ability to work effectively in a team environment and to exhibit courtesy, tact, and diplomacy in dealing with the public, department officials and other members of staff. Ability to adhere to confidentiality requirements at all times.
- Good written and verbal communication, customer service, organizational, analytical, problem-solving, research and report writing, and time and project management skills.
- Good working knowledge of Microsoft Office software applications including Excel, Word, Outlook, and SharePoint. Experience using geographic information systems (GIS) mapping software is considered an asset.
- Ability to provide a current and acceptable criminal record check.
- Possess the physical ability to perform the essential duties of the job.
- A valid Class “G” Ontario Driver’s License in good standing with a current acceptable Driver’s Abstract and a reliable vehicle to use on corporate business. Possession of a valid Class “DZ” Ontario Driver’s License in good standing, an asset.
