Reporting to the Manager of Revenue/Tax Collector or designate, the Senior Tax Administrator supports the effective administration of property tax and municipal accommodation tax for the Town of Bracebridge. The key responsibilities related to property tax administration include, overseeing the Town’s preauthorized payment plan program, completing month-end processes, conducting regular tax roll maintenance, and assisting with tax registrations and roll adjustments. The key responsibilities related to municipal accommodation tax administration include, maintaining the Town’s inventory of accommodators, preparing invoices and penalty notices, reconciling payments, ensuring compliance with remittance schedules, and coordinating with other Departments as required. The position will also contribute to broader revenue-related tasks in the Finance Department.
Position Responsibilities:
- Respond to telephone, in-person and email inquiries from residents and businesses to provide general information regarding property tax and the assessment process.
- Process daily electronic bank payment files and support the Administrative Assistant with processing cash, debit and cheque transactions.
- Manage Pre-Authorized Payment (PAP) plans including account set up, maintenance, payment calculation and processing electronic bank files.
- Assist the Manager of Revenue/Tax Collector with coordinating tax registration files and processing legislated tax write-offs.
- Process routine adjustments to the tax roll including NSF payments, balance transfers, credit balance refunds and adding applicable fees and charges.
- Oversee all facets of the day-to-day administration of the Town’s municipal accommodation tax program, including coordination with local accommodation providers on collection, the Town’s Bylaw Enforcement Branch on non-compliance, and the Town’s Economic Development Branch on the transfer of municipal accommodation tax payments to the Bracebridge Tourism Development Corporation.
Qualifications and Experience:
- Post-secondary education in Accounting, Finance, Business Administration or related field, or equivalent experience. Completion of, or willingness to complete, the Municipal Tax Administration Program is required.
- Minimum two (2) years' progressive, related experience in a finance setting. Experience in municipal taxes (property taxes and/or municipal accommodation taxes) is considered an asset.
- Advanced working knowledge of Microsoft Office software applications including Excel, Word, Outlook, and SharePoint. Experience using iCity financial software, an asset.
- Excellent interpersonal skills including the ability to work effectively in a team environment and to exhibit courtesy, tact and diplomacy in dealing with the public, department officials and other members of staff. Ability to adhere to confidentiality requirements at all times.
- Good working knowledge of the Occupational Health and Safety Act and WHMIS 2015.
- Excellent written and verbal communication, administrative, organizational, analytical, problem solving, critical thinking, and time management skills.
- Ability to provide an acceptable current criminal reference check.
- Possess the physical ability to perform the essential duties of the job.
- A valid Class “G” Ontario Driver’s license in good standing and a reliable vehicle to use on corporate business.
